I highly doubt it's an issue with queuing anymore unless there's actually less people playing in each bracket. I have no issues with that after winning a match (almost instant match with someone stronger than me). The only time that happens is when I lost a match. I don't know if the people stronger than me are facing this same issue as I am on a timely basis, but if not then you can figure out how the match system works as it seems like it puts priority on the top first and works it way downward.
