Were you here when they did that survey about asking about whether to introduce cross-server sage last year? If so, you already got your answer to your question since it was already planned to add xserver regardless of the result of the survey.
The only thing that an suggestion that I might have seen work is adding filler characters in China but they might have been planning to do that from beginning in an effort to delay adding canon content since the story is almost done.
Yeah, I haven't forgotten about that. I didn't apply that mindset to all general suggestions though.
To the OP, your ideas are interesting, but I feel like the dodge one makes dodging a little too niche. I've never really found the generic Substitution jutsu/Hinata's mystery to be too much of a hassle. Guaranteed dodgers like Minato etc are much more annoying to go against.
