Mathematically yes, since all rares have the same chance to obtain in its own treasure and each draw is independent of each other.

Lets say you use 1260 Seals to get 21 Rares, getting the same rare everytime is possible, by 0.0000000000000000108%.

So in saying this, I would say yes, it is possible to not pull every rare prior to super rare.

Thank you because it seems almost hopeless to get a super rare after so many pulls and still not have all of the rares prior getting Naruto or Madera.

It's possible but usually uncommon. If you get bad luck with dupes though, it will happen. I hit my SR in Kage before pulling Gaara for the first time.

On a side note, you'll likely get your SR within the next 150 pulls though. (Unless you have super terrible luck) So maybe your missing rare will be in one of the next 2 60 pulls.

Don’t worry getting all the rates in a treasure is not needed to draw the super rare.

A friend from my server pulled naruto Kurama without getting kushimaru. As for the number of pulls he did about 1200.

As for me I pulled Madara a 1260 and naruto à after 1030 more draws.

IMO the most common average is 1150 for the super rare with some luck you can get it close to 1000 with no luck you should be getting it at around 1300.

Yes it is possible, ME and someone on my server both pulled Madara and we are both missing kushimaru

I got my super at 1206

collecting the opinion of various people over time about kage and gnw treasure (they work in the same way) i can tell you that yes, is possible to get a super rare even if you do not get all the other rares in the treasure, but seems that whoever falls in this category never gets his super rare before the 1200th draw.

Every player that got it in the 950-1150 range had gained all the common rares before the super rare pull.

So far it looks like bad luck... I have 40 more seals before the next rare so if I don't get Jinpachi but instead another dub....I won't pull again until I get at least 200 seals collected by then I'll be over 1200
