1＃ Go ToI know I'm over 1050 pulls in GNW treasure and still have not gotten a super rare, as a matter of fact I'm still one ninja short (Jinpachi) from having all the rares. I have pulled several dubs/dups of all the rare except Jinin. Is it possible to get Kurama mode Naruto or Madera without pulling all of the rares?

Mathematically yes, since all rares have the same chance to obtain in its own treasure and each draw is independent of each other.
Lets say you use 1260 Seals to get 21 Rares, getting the same rare everytime is possible, by 0.0000000000000000108%.
So in saying this, I would say yes, it is possible to not pull every rare prior to super rare.
Thank you because it seems almost hopeless to get a super rare after so many pulls and still not have all of the rares prior getting Naruto or Madera.

It's possible but usually uncommon. If you get bad luck with dupes though, it will happen. I hit my SR in Kage before pulling Gaara for the first time.
On a side note, you'll likely get your SR within the next 150 pulls though. (Unless you have super terrible luck) So maybe your missing rare will be in one of the next 2 60 pulls.
So far it looks like bad luck... I have 40 more seals before the next rare so if I don't get Jinpachi but instead another dub....I won't pull again until I get at least 200 seals collected by then I'll be over 1200
