I'm #1 on power ranking, but I got Ring of God from Orange Ninja Tools box already, so should I rig myself to be #2-3 to get Sage's Necklace, or just try and keep my position as #1 and get a dupe Ring of God, 1 Seal Scroll and 2 level 4 magatamas more than#2-3?

You can stay in Rank1 if you like, just for the sake of gaining Seal Scrolls .. The Orange or Yellow Ninja Tools will be available to you, in unlimited number once you reach a certain Power to participate in Team Instances .. So, no need to worry about the Ninja Tools ..
