Well, think about it when Ay 4th gets skillbooks he will still get immobilized (and debuffed) by Masked Man just as easily, and if you are playing Wind Main with Reset Coodown you can immobilize him the next round as well OR, you can play Fire Main who at that point can immobilize immune & pure immune ninjas.
That being said Fire Main with modified mystery + Shisui + Masked Man and let's say Jonin Minato with bonds mystery = no problem.
Unless it owns 7k+ control than enemy masked man. Who does use masked man as move 1?

Uhm... you can still 3hit combo with standard attack and trigger Jonin Minato's Mystery cooldown reduction.
And that team is literally counter to any Ay 4rth Raikage team with all the skillbreakthroughs in the world, he is just bad vs CC. And that one does a hefty amount of damage too.
Without any combo buff stacks unless minato is move 1 is very unlikely, even at comparable power, that he triggers the chase and so that he gets the cd reduction, if we are talking about an overstacked ay is almost impossible so do not bet on it.
