I don't think he's useless but he's definitely weaker than normal Roshi. Edo Roshi requires you to win the initiative war AND run a team with Jinchurikis to be useful, while old Roshi basically works in any team and doesn't require you to win the initiative war to be useful. Plus his scaling is sick.
