Limited Time Recruitment gives a 7-day scroll while Recruitment Feedback gives a normal one.

With time Limited Time Recruitment, you can draw from any treasure and still get the rebate. Downside is you're receiving a 7-day scroll as rebate. On the other hand, you can only draw from 3 specific ninja treasure with Recruitment Feedback but in turn you get a normal seal scroll (one that doesn't expire after 7-days).

If you're talking about the ninja treasure rebates then yes there is. One of them gives permanent seal scrolls as rebates while the other gives seal scrolls that only lasts for 7 days.
