Seems more like a hardware issue.

With the larger amount of players visible on the screen, can cause tears, meaning harder frames to read, thus lag more.

Try turning off the "view players" *on at the top right. Which makes everyone disappear and only the NPCs to show.

See if it helps with movement around Konoha.
