Ever since they had skill breakthrough/skill exchange system in china I don't think they ever nerf anything. Simply because you need to buy ninjas in this game with real money or with tons of effort so if someone bought something with real money and if they nerf that thing the player bought mean they just scam that player thus will make him quit => no money + bad rep.
Instead of nerf they will release other ninjas to counter that so called OP ninja, it's how it work now in china.
The only reason why they can hard nerfed Tobi was because he is free and not something that cost real money.
