This is about CN server. You DO NOT use frags to get skillbreaks. You could fully upgrade a character with 2-3k coupons.

About edo hashirama, he is still the king of ranked / GNW, but in 1v1 he is nothing but a chakra stealer and debuff cleanser. It's not unusual to see him dying turn 2-3.
A LOT of people are going to be mad at Oasis for no reason if they don't do their reserach about the skillbook system update. Knowing their past actions, Oasis will just follow China's move rather than keeping the frag-to-skillbook system.
There's also a rule about certain ninjas don't have to be 4* to have skillbooks/skill breaks and edo hashirama falls under this category so no need on using frags.
