I'm at 1180 pulls, so I know the feeling. Some have gotten their super rare closer to 1300 pulls, so it's still between random chance. Personally I think that chance is too big, though. There seems to be a full seal rebate worth of a difference between good luck(early pull) and bad luck(late pull) in GNW treasure. I saw in a earlier post in forums, that GNW super rare is between 900-1350, but I can't be sure about that.

The average scrolls you need for a super rare is 1,000 scrolls. You c*e 1,200 scrolls and still get nothing it's not a bug or anything. I suggest you keep pulling and if you exceed 1,500 then you should think about contacting Oasis (not like they'll do anything).
