1k keys and 500 runes are nice (if u all ready have 500, why dont u spend them now?), roshi is kinda out of meta now but allways there will be team with sailor and roshi. Everything u can change, if target to spend scrolls, everything else is very good ;)

save for 1.05k keys you need another draw to get the golden essence, it takes 1k to unlock the golden essence. You should also save ur summon scrolls for the full 100 rebate and 89 charm packs to get the full charm rebate(the 89 charm packs+the rebate packs equal the 500 points you need for the final charm rebate).

Well if you dont have team for him ill skip to be honest. Wait for 300 rebate. But if you do get roshi would suggest to get fuguki from gnw treasure he is 10scrolls and good pair with roshi and sailor.

Then you're safe to go for Roshi, Han is good option to team with Roshi too, especially nowadays, most of the teams used in battles relies of buffs or immunity buffs, Han will be handy in some battles and instances .. Just prepare plenty of Mood Scrolls for Roshi and Sailor Sakura, try to make them atleast at 45% mood or if you can max it, go and make them 65% ..

many are using shisui itachi combination.but roshi is still being useful in cn servers.he is a must.

I mooded my Roshi +life -res since he does not get status debuffs unless there is Red-Habanero Kushina from opponent. My Sailor Sakura is mooded +life -attack since I only use her as support and not a damage dealer.

roshi is still meta currently with bee sst and kurama naruto.

Only level your equipment till level 6, at level 7 it will start consuming advanced refines and lemme tell ya, you need advanced refines waaaay more than medium refines. The reason why you should only go till level 6 equipment for now is because of how the refine rebate works. After you rank up you get a rebate while the rebate is active. If the rebate is over, all that rebate bonus will be gone. So that means if you level up an equipment to level 7 and you get the rebate bonus but you can't make use of it then you'll lose a lot of advanced refines (important and pretty basic long term power-up strategy).
