You spend hours to make your team good, get good ninjas, power, whatever then go to events and get matched with people 20-30k higher than you and lose 80% of fights? Just because I leveled 1-2 MORE LEVELS!??? 1 freaking level and 100% difference!? WTF?

sage goes by level yes, and there are thresholds of levels if the number of registered players let it do.

for example, in my bracket, there are two level 100 field, 1 level 99-100, 1 level 96-98, 1 level 94-95 and 1 level 1-93 field.

In the past, when the number of people with lower level was higher, used to be there 1 field every 3 levels.
