In my opinion, before the question of whether to focus on power or ninjas, it is best to always take advantage of rebates. The game has a lot events and plenty of places to make use of your coupons/ingots and get the most out of it.

If we are talking about whether to focus on power or ninja, well this question has been an ongoing debate where neither side is absolutely right. In my opinion, they both go hand in hand and the most optimal build is lost without one or the other. I would say to judge it based on your own respective server and see if you need more power or ninja. If you find yourself with a large gap in power then start focusing on power gaining materials like Charms, Cave Keys, Treasure Tools, Myoboku Trials, Refinement, Mood, Purifies, etc. If you like a certain ninja or found a lineup you would like to use, then you can @lways make plans to recruit the specific ninja(s).

Best advice (based on my opinion) is to plan ahead and always make use of rebates made available to you =]
