I think the mods have confirmed that minato scales in attack even in 3.0 version there just isn't any visual representation. also as far as I know only ninjas like itachi iruka and vannila sakura can doge multiple times but that very rare and minato was always just one doge per round.
Minato could dodge multiple things in the same round in the past. As far as I remember he didnt have 100% chance to dodge first attack like it was now, it was lower chance and multiple times, just like itachi's dodge. I saw multiple times he decided to trigger dodge in the middle of chase chain :P
Minato's huge buff was also hitting 9 targets across 3 teams, instead of hitting full 1 team when attacking tagged target. Not sure if its already implemented in OP's game version.
