I want to return to the game but I am contemplating on if I should start completely new on a new server or one of the more old and popular servers.
The thing that made me leave the game was that my server died and once we got a merge it died again.
What should I do?
Honestly, its really up to you. If you go to an old server (lower number) then you're going to have a hard time and you're going to have to level freeze. The problem that joining an older server has is that you are very far behind. All the timed events are going to be hard for you until you get to about 35k-45k power. I had leveled up a second account to help for GNW because my group had low participation. At level 55 and 17k power, every matsuri challenge battle went to about 2 minutes in queue and then was matched against a 70k-120k person, all the sage worlds were with level 70s and 80s that had 35k-65k power, and I would barely get any damage in 9 tails event (about 0.25%).
Thats why I suggest level freezing at level 70. Basically, continue doing the event to get the rewards but stop progressing in the main story. (You stop around Itachi's Entrustment) Still do all the timed events and the daily practice because you are missing out on a ton of resources that are good for you. It's technically not a true level freeze if you do that but I was level 70 at around 20k power, my alt is now level 78 with 50k power.
Joining newer servers gives you more rewards for being at the top of the leader boards but the server might just die out after a month or 2 and all your work will eventually be worthless until a server merger happens (which also has a bunch of special events).

I agree, I joined S26 a few months ago.
It's really down to, do you want to be number #1 on a dead server, or #100 and something on an active server.
I myself picked the 100 and something, I find the game a lot more fun on an active server even if I don't win as much.
My dream is for older servers to get more newer players like myself and not only have a large populated server/zone but also have people around my level/power to compete against.

Yeah, but that is more on Oasis to do something about it and not on the players. I think that might have been where you went wrong with your Original Post. From my point of view, it seemed more directed at newer players who don't know how to play the game efficiently and will just level up and get behind on power and then be an easy target for everyone. For example, I have a group mate who is level 91 and has 50k power (he had 45k not too long ago), I just stopped giving him supports on convoys cause he'd always get plundered and wouldn't even try to fight off a plunderer, even when I tell him how to beat him because I just beat the plunderers support 4 minutes earlier.
I mean Oasis could implement some time limited events that expire after 90 days (arbitrary number) like......
You just reached level 50 and unlocked summons, here are 20 seal scrolls to help you get some summons.

I welcome any new players to join our merged servers 117 or 118. We have a no plunder policy for low level players on the whole server. Everyone still playing are veterans at the game, new players can ask for advice on catching up. We have 2-3 active groups on gnw. The server is still striving because of the no plunder policy, there are plenty of low powers around to compete with, but no one is allow to plunder each others.

How about you join the new server and do some stuffs to prevent it from dying? I mean even if it die, new servers now get merge pretty fast. I'm on a 4 months + old server and already merged like a month ago.
Things you can do to help prolong your server life are :
+If you are a group leader, don't hoard all the good players in your group. Normal players are tend to join the strongest group without knowing doing so will directly kill the server. Learn to refuse, do not take more than 20 players and more than 4 top players This way players will be distribute equally between at least 3 or 4 groups and your server will have a much better competition instead of people just join the strongest group and the rest jump to another server.
+If you are not a leader type then don't go join the strongest group, join the 2nd, 3rd, 4th and help them instead.
Thanks for the constructive criticisms, but I farm coupons pretty well without stealing from the f2p. I rather have a server population to play with than eternal solitude. I welcome all non competitive f2p to join Servers 117 or 118 if you wish to play on a server without the fear of being plunder by stronger players on a daily basis.

That. Mine it's 7 months old with a merge up and it's very active & fun. Merges come quick nowadays & we are 3 active groups competing for gnw at this moment. Convos and plunders going all the time, no need to feel underpowered at an older server which isn't fun at all.

Every 2 to 3 weeks, a cluster of 3 to 4 new servers, aging between 2 to 6 months old from 1 of each regions, "East", "West", "UK" and "HK" gets a merge. Also helps to read the news section on recent server merges to get an idea. The problem is after you get your initial merge, if the merge servers begin to die again because of mainly plunder, and other forms of competition then it's unlikely they will merge you again.
Most importantly, servers that learn to co-exist with all players especially lower levels, by giving them space to breathe will last much longer than servers that don't.
