  • thats because its just tracing. just get adobe illustrator and you can do theses as well. still need to do some edits here and there (change the background) remove the eyes. the rest is done automaticaly with auto trace.

Actually it's not like you thinking, I'm using Photoshop and I don't do tracking. One "Project" can take me about 3 hours if I wanna be detailed and I don't remove eyes.
