I agree with Overmain

My two cents:

If you join an old server you may find some event hard to do, due to the fact that there its unlikely at first you will have anyone else on the server who is around your level.

Not to say you shouldn't join an old server.

The way new servers go is you are with a bunch of people who are at the same point as you. This is great. This will end in a period of time though. This game seems to have a low population of new players(not saying there are not much players) then other games. There are too many servers at the moment and the population is spread out too far.

You may hear of something called a server merge. This is where ... servers get merged(i know right) this is great. It essentially is "removing servers". If server a ,b and c get merged you now have server abc, so if you try to join server a, you are in abc really.

Still the rate that servers are being merged is low compared to the amount of servers being released.

If x amount of people join a new server along with yourself, you have an okay player base on that server. If x amount of people join an old server aswell as yourself ,not only do you have a great player base(due to already active players), but you avoid the issue of not having players around your level.

If this was true , Naruto Online would be a much better game. But this is not true and most players will populate a new server and pretend that the servers made 3 months ago dont exsist and even though they just got a server merge their server still isnt "full" and lack the large player base this game needs to turn it from a good game to a great game.
