Generally, 14% can indicate a variety of connection based issues.

The most common being DNS related.

Try first and foremost flushing your DNS while Clearing your Cache/Cookies.

Secondary, if that didn't help. Try playing in the browser as well as the client to see if there are any differences.

Thirdly, VPN. It'll bypass the ISP restriction that's occurring by preventing the rest of the files being loaded.
