  • Nope. There's an exemption to that 4* rule. Here's the following ninjas that c*e their skillbooks at 3* in China:

    Sage Naruto, Both verisions of hashirama, tobirama (2nd hokage), danzo, hanzo, minato (4th hokage), sasuke susanoo, ay 4th raikage, pain tendo, sasori 100 puppets, sage jiraya,



Ahh really? i tot it need 4 star because i think it on Memo Vid .


but well i probably wrong .

edit: i just rewatch it and yah it just need 3 star . that memo got Skillbreak on Event and also got minato frags to 4 star so that why im confused .
