Shisui is better atm. He can remove immunity and chaos for 2 rounds, while jonin Minato can only interrupt skills. Even without a barrier, Shisui is much better, he can win JMinato 1 on 1 any day.

  • Shisui cannot beat Jonnin Minato 1vs1 unless he has the initative over him.

Shisui can. I'm using Shisui and I can beat JMinato teams even with higher initiative than me.
