it really depends on how you use it . if masked man had hight ini , he will do std attk first to remove shisui evade and use Mystery afterward to immobile shisui .

Plus not just ini u need power too ,
( This just Shisui vs masked man no other ninja on it during the battle)

  • Not cheaper shisui's 17.6k while the cheapest price for jonin is 9.6k but he's waaay better than jonin minato.

Shisui cost now really cheap or i can say Cheep! . u can get around 8k on treasure of sage for 30% .
