- While I want new ninja from a few of the shops I would not mind if they give me time to 5 star my Tobi :)
Don't worry you'll have more than enough time for that. Shops won't change their inventories they're going to update them with new items while still selling old ones (at lower price usually (like Tobi will be 500 pts in the future)) -

Also... you can outright by some of the Pains (lazy to check names, but Fat one and Bulky one (not the bold guy)) in the shops there for 4k cupouns
btw. I've got to level 50 and my shops didn't change (there's one more shop opening at lvl 70, but I'm not getting there to figure out what that is lel
