No one got him on my merge either. Seems like a ninja rarely used anymore would have higher rates than the God of Wind lol.
seems oasis listened to the players complaints and increasing the drop rate a little bit. Unfortunately its still too low and low level and low power players that usually got more often

Grats!
I got mine at 2.5k coupons going for Minato Jonin Frags. Now I only need 6 frags of him! Hopefully I can get 1 more frag when convoys roll around.

Well if I can get 1 more fragment I'll just get him to level 10 bond and complete him that way and save coupons!

Hi! Every player has the exact same chance, no one has a higher chance than another. The reason why it seems that way on the surface is because the sample size for lower level is higher than higher level.
