get advanced runes from the optional pack if thats what you mean. the adv runes are hard to come by and are expensive, not to mention you can get med refine runes from anywhere else plus its cheaper to buy in the shop. unless youre always getting 1st, 2nd or 3rd in SWB, to get 10+ runes, dont get med runes from the pack
OP is talking about refine ninja frags, not refine runes.
To OP, I haven't found the option to make skillbooks in China so I'm assuming they replaced it with the luck system that Sally mentioned. If you want to farm seal scrolls, choose medium. If you want to slowly piece a outdated p2w character, then advanced.
