No, this is not how it works. That's how used to work the old 2.0 kage treasure, treasure that do not work that way anymore since 3.0 too.

After you hit 1000 madara and naruto are unlocked and they go in the pull of the rares.

To be clearer: from roll 1 to roll 999 the rares in gnw treasure are 8 (jinpachi, jinin, kushimaru, mangetsu, ayumi, zetsu, zabuza, sasori. Pakura and toroi even if are listed as rares are not actually considered rares for the roll counters, infact when you get them you do not even get a message for the server, are just considered common pulls you can gain every 10 rolls, not every 70). Since roll 1000 onwards the rares of the treasure become 10, since madara and naruto get added to the potential pull. This means if you have the luck of the devil could even be you get madara at 1080 and naruto at 1150, obviously this does not happen because most of the times we do not actually reach the counter set for the treasure but we get early random roll rares that reset the counter, granting us a potential dupe (if you reach the counter you get always a rare you do not own, but if you get a rare from a single roll that rare is random. Every roll you do have something like 1.5% chance to grant a rare. The counter is hit if not even one of the previous single rolls were a rare. The speculation says the counter in gnw treasure is 70, but we do not actually know if is really 70).

If you do not believe me ask to the ultrawhale of server 543, the first to get sage hashirama. He got, if i do not mistake, naruto at 1150 and madara at 1450.
