It is based on your overall power and increases exponentially as your power increases. Breakthrough Pill helps you especially end game. It might seem bad power wise, but those increases in stats is significant. For example, if you get the max of 20% increase for your stats, it means you could potentially get 20% increase in Initiative. Initiative increase does not always correlate to a passive power increase, but it definitely makes a difference.
