Pretty sure there are other instances that drop Karin frags, which will speed up the process of getting her. At level 60, you will unlock another Karin Elite Instance, which is 3 in total. If every Elite drops 1 frag per challenge, that's 9 frags per day. Over 15 days, those 9 frags turn into 135 frags. Even if you only get 2/3 frags per instance, that still adds up to 90 frags, which is pretty close to 3 star Karin.
