A question. What is the purpose of putting the Refining rebate later than the release of the rest of the events?

You have practically 7 days to farm if you need materials and do the rebate last day. So why keep the * event for the last 3 days. For example someone that has already the amount of refines will just go for it because he know how many he needs, even someone that is "gambling" with his refines he still has days to farm, I don't understand the logic. Maybe I am too * :)
