Yes, free draws also counts for the treasure pulls .. Like for example, my experience in pulling in the Land of the Lightning Treasure .. I used total of 171 Seal Scrolls and 45 Free Draws to get 3rd Ay Raikage .. Also in Jinchuriki 1 Treasure, i dunno how many Seal Scrolls and Free Draws i used, but suddenly i pulled Roshi as my Free Draw .. wahahahaha xD ..
