Lightning barriers are casted by darui, danzo and shisui. You can add sasuke if you want a non prompt one.

None else could buff lightning ninjas, even in CN. Consider that there are also barriers who could empower them even if those aren't strictly elemental (i.e. summer cloth hinata, bonded edo tobirama, bonded traitor orochimaru...).
