I only use that standard, when I am fighting Shisui teams. The reason being, it triggers his dodge, to allow me to do what I have to do. Same with any ninja that dodges. For overall power and damage, and aoe ignite, this standard can be boosted to hit harder. Just not boosted to ignite more. If anything, Shisui himself has a better chance overall to ignite ninja.
