Simple, go level up to 84+. There's an 11-level gap between players in ranked arena matchmaking. Once you get past level 84, you will meet people at max level.

Edo deidara, kisame samehada, azure fang + kurenai/masked man/jinpachi?

Six tails naruto, kushina, bee sst, cf/bd?

Because if you do not meet once in a while those teams and if your standard enemy is not kushimaru blitz, edo deidara+jigokudo meta, your same team with iruka in the place of masked man and ay 3rd/4th metas then you are not playing my same arena.
