It's not a bug. It's just those characters are designed not to be even bother used seriously, so just worry about getting them and that's all for them. Don't expect them to help you win any matches.

Are you saying even if you get the fragments from Decisive bonds you are unable to use those fragments to upgrade his star level?

Or were you unaware of this method of obtaining Kid Kakashi fragments?

True but my obito[shonen] is 4 star and I don't think I'll be using him over kakashi[shonen]. He's a fun character btw

Obito àn Kakashi shonen can be used to buff up Minato jonin skill. but the bond skill system is still a long way to go
