Technically he could, but big summons like Giant Zetsu or 9tails require the whole 9 empty plots to appear on. And since we can't have 9 empty plots for obvious reason (Yagura/Zetsu's summons appear on the same line up as they do), you can't copy it.

Smaller summons like tigers/deers on wanted misson is possible though.
