This is not true.
You have problems coming out from this issue both in matsuri and in arena and in plundering.
If massive amounts of people are induced in level freezing it's very easy in matsuri to be matched with somebody lower level than you that may be way stronger than you after you lost a battle, thing that theoretically should happen very rarely unless you are in the levels 95+ or unless you wait for 60+ seconds.
The same can be said for Ranked Arena where you can't be matched with people outside the range of +/- 15 levels and for plundering, where, if many people are induced in level freezing you are induced to somehow do it too even if you would not want to do it because otherwise could be you have none to plunder.
I keep seeing people state this 15 level difference for Ranked Arena, I have proof of this incorrect rumor that is going around.
This was a game I just got on a level 26 in Ranked Arena

This shows you can verse at least up to 39 levels +/- (65-26=39 , assuming this person is level 65 and not higher)

The +/- level 15 difference is there since kage (or jonin) rank onwards, before you can be matched with everybody regardless the level.
I have never met people under level 85 in kage/superkage and my friend at level 83 reaches every month six paths with mei mabui tenten, if he met my same enemies he would still be kage.
I would disagree with this, I was Six Path at level 55 and vsed people 25 levels higher ba
sed on talents unlock(last mystery at level 80). Granted this was 3.0 just before 4.0 was released, which you stated has been around since 3.0 anyway. -
