Only reason why is because at that point, why run Kazekage Gaara instead? Mystery hits harder than Kazekage yes it is manual but that is why you run him with Bee and use Yo! on him.
because if the enemy uses kisame samahada, roshi, hashirama, gaara itself once the barrier is broken gaara it's only a meat shield, while kk gaara is still able to use mystery even if the barrier is broken.
anyways, to reply to the OP: i would say: 1st chase, 2nd the +20% defense, 3rd the mystery, 4th the shields.
