Your suggestion (a very unlikely one) would make the English server the most f2p friendly server, which would not make sense based on the actions of the past to conclude they would do so.

You're also assuming some f2ps would be willing to spend actual money on the only thing they can spend on which is power. If most event ninjas are switched to shops (not even in china in which they are present as they are still cost coupons), what would happen to Oasis's bottom line? What they and other servers thst handle naruto online should do is decrease the price over time steadily and cap it based on how much impact it can have on the compeitive environment. I still can't believe the hokages are still highly priced in china (almost same prices on our server) and can see very little arguments as to why they are priced like that.

I'm also assuming the english server is less likely to do something like this based on how the introduction of anbu itachi was handled. China gave him 5* (in a hot topic event or sign-in), Germany did it via hot topics but I believe it was 3* star only while we got him 3* as a sign-in. Doing the bare minimum of giving a ninja away speak volumes on what people should expect.
