I would either get shisui or as you said, wait for hiruzen. I have both shisui and deidara and they are both awesome but for 1v1 i would choose shisui but thats also because he fits the playstyle i prefer. Minato if you mean jonin shisui or deidara are better, if you mean kage he is great but doesnt appear often in events. Waiting for new ninjas is also a choice, cant rly tell who would be released next but hiruzen is a great choice if you willing to wait for him.
