I think you hit a point, scarlettblue.
Currently i'm using against the world boss Utakata, Bee sst, Haku lineup and i see i generally miss around 10% damage in comparison with comparable power servermates that don't run water lineups (20% against people that run SB lineups, but we all know SB right now have the upper hand).
Accidentally that's the quantity of damage i would gain if the passive of Haku went from 40% to 60%, so I support you on this side.
Abount Kisame what i can say is I think they want to milk more whales for Kisame Samehada, but we will eventually get him (also because on the damage dealing side the normal Kisame with books is actually better).
About Tsunade Sannin War I honestly don't understand why is not yet implemented since the counter lineups for her me
ta are fully out and available for everybody. People aren't rushing at all to buy Hokage Tsunade, Oasis should know it, but, on the other hand, maybe those people would rush to get shisui and edo deidara if Sannin War breaktroughs were available, so, in my opinion, would be of higher benefit for oasis to implement her now (since who wants hokage would still get her for ranked and gnw). About Suigetsu, with breaktroughs he becomes another Edo Zabuza, so could be used in a fun team with him and mangetsu or mifune. I hope we get him too.

Just search around. There are tons of good 9 tail lineups for water main. My friend is water and he always gets top 3 even with less power than other people.
Asuma WB,iruka, yamato,mei,gnw ten ten are good ninjas for 9 tails. Hint: ton ton , summon cultivation ;)
Game is about strategy, either make your own or copy pasta from youtube :P
Charm lvl,tactics and mags greatly affects 9 tails.
Just because x Youtuber said that ,skill broken ninjas is this and that is not always true.
If all else fails, you can switch mains. You got 2 free daily changes.
the fact you can switch main for free is not actually a good way to solve the problem when the way to solve it exists and is ready.
As i said haku skillbreaktroughs would solve the issue and we should have gained them since months, the fact they are delaying even relatively useless books like the other common konoha's or haku's ones is what is generating the problem. It's really hard to understand why those books are not yet implemented (choji, kimimaro, hinata, kiba, shino, lee, guy, kabuto, etc... all of them are almost useless in pvp, so why not add them just to let us see they are doing something? The only useful ones we miss among those we should have gained before GNW treasure are tsunade sannin war, deidara and itachi's ones).
