If your server is younger than 60 days could simply mean none was on to match you.
If your server is part of the cross server world then something is wrong there because there's no way you can't find a match in 3 minutes, unless you are trying at 4 a.m.
Btw, currently there is a level limitation only of +/- 10 levels. Every 30 seconds of waiting let you match with 1 wider rank than yours.

What proof do you have of this + or - 10 levels?
Back when we were in 3.0, I was facing level 80+'s, this was when I was level 55. The way I can know this is I would face lineups with their level 80 mystery unlock(this is in 3.0 as mention when the last mystery was unlocked at level 80)
Know this I could at least say there can be a 25 level gap.
I was talking about current ranked arena, not training or old ranked arenas. Training have no limitation. 3.0 had a limitation of people within two ranks with no level limit, 2.0 had a limitation of people within 3 points from you.
