Mmm it depends on you, there is a diminishing returns with runes as the higher level they get, the longer it takes to level them up. So you can potentially use your resources now to get the summon you need and then save up for the runes again.

If you invested quite a bit already in "Summon Treasure", I would recommend waiting until you do draw either Kirin or King of Hell, before investing on the other.
