The reason arena is full of shisui's right now is because all the people who bought shisui or who got shisui in the wheel are using / trying him out with anbu itachi and other ninjas.

you get 1-2 fragments of itachi every 60 draws. you won't get him with 1000 scrolls.

Normal itachi breaktrough gets rid of it, tsunade sannin war breaktroughs + kurenai + a tank and water main too, yamato or gaara breaktroughs let azure fang deal with it on equal grounds, the issue is they are not giving them to us.
