The question is who they have contracts with.

I mean if they got license with Ninja Storm and the manga creator, then they c*e any assets that are a intersection of those. Playboy, for example, is an anime only thing, so that would, in addition to Ninja Storm license, require agreement from the anime owner, and they might not have that.

I don't even know where the sailor came from, but potentially similar issues.

And they might not have full license to ninja storm, could be a partial for canon character/skins only.

We'd need to review the contracts to know wtf is going on.
