I think the new treasure offers a chance to get those ability scrolls. Probably after drawing 60x, a rare is the golden ability scroll. The red ones maybe super rare?
And the 10x draws maybe the purple scrolls?

And to your question, yes the scrolls may appear in some events. Much like summon/seal scrolls do.
