I can't really recall sage at that early. I was breezing through 50s and stopped at level 60.
Starting from 60, it was like:
59-62
63-66
67-69
70-72
73-75
76-78

what is on the lower levels is it 30 to 44? then 45 to 55?

I think this was changed cause im normally in a sage with level 77-80 and im level 80 and even yesterday that was changed when there were randomly level 40 to level 75 people in my sage.

Are you in the older servers? If so, then as what other people said, the lower levels often get mixed with higher level people.
Anyway, I was just speaking by experience, I can clearly remember those points as I have taken note of them each time I level up.

I don't really know, sorry.
Besides, freezing at that very low of a level isn't optimal.
The rewards are just too little, and you would miss potential rewards
than when you froze your level at 70 (gives 15 adv refine runes if you're top 1 + a seal scroll).
