It seems pretty evident that you can only unlock hashirama and tendo after reaching a certain amount of seal scrolls consumed. I was wondering if anyone knows the boundaries. For example this dude spends exactly 400 scrolls to unlock the first hokage, however he might have opened more before. If anyone knows anything please help me out.

What's the point in calling it a "draw" if there are fixed rewards at certain boundaries.

i dont understand this dragonulred guy, im simply asking a question and hes getting pissed as if he's obligated to answer rofl. how the hell am i meant to be aware of the inner mechanics of seal draws. "some people"...
the guy in the video i posted seems to think it's random as he's fully unaware that he would get a rare ninja at 400 scrolls exactly.
