Mods have already confirmed it is fixed but still RNG. It just a mark to trigger the high chance of having Hara & Tendo. It is still RNG since you still can have other ninjas in the pain treasure but Hara and Tendo unless you do the thing said above. The gap contains only 2 rare ninjas, so why whining about it? - Wow. You guys are sorta right. Almost every ninja has a number. Once you spend that number in sealed scrolls you get them. Not sure if treasure hopping keeps the number or if each one has their own number. Its not luck. There is no rng. Its a fixed drop.
Fixed for rare ninjas like Tendo or Hashirama. RNG for non-rare ninjas.
