on average it should be something around 3K to get these 30 frags from both events:
- Sakura's Gift: 16 Frags = 2.2K ~ 3.2K
- Time Limited Shop: 14 Frags = 3.08K
I would count on it being closer to 3.2k, maybe even more, than it being 2.2k for 16 frags
Limited shop points are assuming he spends ingots to buy the sakura packs, and I don't think the points are guaranteed every 10 ingots spend, just like it isn't for every instance sweep.
100 a frag is way too much of a discount, it would probably end up closer to 200 a frag if anything
